- Theme and name of the drawing: LIVING LUCKY BONUS DRAWING.
- Cost of one entry: The holder of one (1) original, not copied, non-winning LIVING LUCKY WITH LUKE COMBS instant scratch ticket shall be eligible to qualify for the Wisconsin Lottery LIVING LUCKY BONUS DRAWING. Wisconsin Lottery instant game #2444 – LIVING LUCKY WITH LUKE COMBS is the only ticket that can be used to enter into the LIVING LUCKY BONUS DRAWING.
- Prize Structure: There will be three (3) winners of the Living Lucky VIP Prize Package. The odds of winning depend on number of entries received.
- The frequency of drawings: One (1) LIVING LUCKY BONUS DRAWING will be held. See section 5 of these Features and Procedures for specific information on the drawing.
The Wisconsin Lottery will not be responsible for any neglect, failure, or omission on the part of the U.S. Postal Service, or any other delivery or courier service used to deliver a player's LIVING LUCKY BONUS DRAWING ticket mailing to the Wisconsin Lottery. The Lottery assumes no responsibility or liability for LIVING LUCKY BONUS DRAWING tickets that are lost, destroyed, or otherwise disqualified from participation in a drawing when such tickets are in the control of the Lottery. All tickets sent to the Wisconsin Lottery's LIVING LUCKY BONUS DRAWING address become the property of the Wisconsin Lottery and will not be returned. Only tickets sent to and received at the correct address (see Section 5) will be eligible for the LIVING LUCKY BONUS DRAWING.
The LIVING LUCKY BONUS DRAWING is a separate drawing from the Wisconsin Lottery Super 2nd Chance Drawing and the Packers Bonus Drawing.
- The method of selecting winners: Players may enter the Lottery LIVING LUCKY BONUS DRAWING by enclosing one (1) entire non-winning LIVING LUCKY WITH LUKE COMBS instant scratch ticket from Wisconsin Lottery in an envelope no larger than 4.5 inches by 9.5 inches and placing the envelope, postage prepaid by the sender, in the U.S. Mail addressed to the following address:

Each envelope which contains an entire, original non-winning Wisconsin Lottery LIVING LUCKY WITH LUKE COMBS instant scratch ticket and which is no larger than 4.5 inches by 9.5 inches shall constitute a single entry regardless of how many tickets or envelopes are enclosed. Any entries mailed in an envelope larger than 4.5 inches by 9.5 inches will be disqualified because the enclosing envelope exceeds size limitations.
The non-winning ticket in the envelope should be completed with one player's name, address, and phone number. If the envelope does not contain the complete name and address information, but the player's name and address can be determined from the entry envelope and its contents, then the entry may be qualified for the LIVING LUCKY BONUS DRAWING; provided, however, the Lottery Administrator, as a condition of awarding the prize, may require the player to sign an affidavit, in a form satisfactory to the Lottery Administrator, confirming that the ticket was entered by the player in the LIVING LUCKY BONUS DRAWING. If the name on a ticket is different than the name on the envelope, then the name on the ticket shall be awarded the prize (i.e., the name on the ticket supersedes the name on the envelope). If multiple names are listed on a ticket, then the first name listed shall be awarded the prize. Any entry in which a sole player cannot be determined from the entry envelope and its contents will be disqualified.
Any ticket entered in the LIVING LUCKY BONUS DRAWING will be ineligible for any prize for which it would otherwise have entitled the holder. Any such ticket entered into the LIVING LUCKY BONUS DRAWING will be considered a non-winning ticket for the purposes of eligibility to qualify for the LIVING LUCKY BONUS DRAWING.
Any ticket that has been previously validated for prize payment, marked as stolen on the Lottery gaming system, or otherwise deemed disqualified by the Lottery Administrator is not eligible for the LIVING LUCKY BONUS DRAWING and will not count toward the ticket eligibility requirement, and will not be entitled to any additional prize payment.
Any entry that contains one (1) or more tickets from any other Wisconsin Lottery game besides those identified in section 2 will be disqualified, unless the entry also contains an entire, original non-winning Wisconsin Lottery LIVING LUCKY WITH LUKE COMBS instant scratch ticket and is otherwise a valid entry as prescribed by these Features and Procedures.
Prizes in the LIVING LUCKY BONUS DRAWING are limited to one (1) per person. Once an eligible LIVING LUCKY BONUS DRAWING entry has been drawn for a specific individual, any subsequent entries drawn for that same individual in the LIVING LUCKY BONUS DRAWING will be disqualified.
Only a single human being may win a LIVING LUCKY BONUS DRAWING prize. No groups or entities (other than one individual person) may claim a LIVING LUCKY BONUS DRAWING prize or any portion of said prize. For-profit and non-profit entities, trusts, and other non-human beings are not eligible to claim a prize in this drawing.
The LIVING LUCKY BONUS DRAWING is open only to individuals who are eighteen (18) years of age or older as of March 28, 2023.
There will be a total of three (3) winners ("Winner(s)") in the LIVING LUCKY BONUS DRAWING.
In the LIVING LUCKY BONUS DRAWING, three (3) entry envelopes shall be drawn at random, with the order in which the entries are drawn being documented. Each envelope drawn shall be opened and inspected to determine if it meets all the requirements for a valid entry as prescribed in these Features and Procedures. All three (3) valid entries drawn shall win the Living Lucky VIP Prize Package ("Trip Prize") (see section 7). For the purposes of the Features and Procedures, "valid" refers to entries that meet the eligibility requirements as set forth above, and are not duplicates of winners or alternates already drawn.
After the first three (3) entries are drawn, at least twenty (20) additional valid entries will be drawn, with the order in which the entries are drawn being documented. These twenty (20) “alternates” will each be considered a “Living Lucky VIP Prize Package alternate.”
In the event of the Living Lucky VIP Prize Package going unclaimed or forfeited (see sections 6 and 7), or the winner is disqualified, a “Living Lucky VIP Prize Package alternate” will be awarded the prize. The order in which the “Living Lucky VIP Prize Package alternate” entries were drawn in the LIVING LUCKY BONUS DRAWING determines the order in which a “Living Lucky VIP Prize Package alternate” entry will be awarded an unclaimed or forfeited prize.
A prize is considered to be claimed once the winner has completed and submitted all required forms and satisfied all withholding and other obligations (see section 6). In the event of the death of a prize winner before some or all of the prize can be fully fulfilled, the Lottery will distribute the remainder of the prize to the appropriate party in accordance with Wisconsin law.
All entries in the LIVING LUCKY BONUS DRAWING, excluding those awarded prizes and those identified as “alternates,” shall be promptly destroyed.
Ticket entries are void if the tickets submitted are stolen, unissued, mutilated, altered, unreadable, counterfeit, defective, multiply printed, or fail validation tests. The Lottery, at its sole discretion, reserves the right to identify any "mutilated", "unreadable", or "defective" tickets as such, based upon the facts and circumstances of the particular ticket. Such action by the Lottery is final and non-reviewable.
Ticket entries are void if the tickets submitted are misprinted. "Misprinted" means any mistake or difference from the original ticket or game specifications of any kind in the printing, manufacturing, packaging, or other processing related to the production or distribution of the ticket caused by the raw materials, processes, or handling of the ticket until its ultimate sale to the consumer or player. "Misprinted" includes but is not limited to the tickets being unreadable, misregistered, defective, or multiply printed. Also, "misprinted" includes errors in the computer software, computer hardware, code, or programming regardless of whether the errors were imbedded or caused by human action relating to any of the matters mentioned in this paragraph. The Lottery at its sole discretion reserves the right to identify a "misprinted" ticket as such, based on the facts and circumstances of the particular ticket. Such action by the Lottery is final and non-reviewable.
The LIVING LUCKY BONUS DRAWING is conducted in accordance with sec. 565.27 (2) Wis. Stats.
- The method of making payment to winners:
- All tickets sent to the Wisconsin Lottery for the purpose of entering a drawing become property of the Lottery and will not be returned.
- Lottery retailers will not be paid Retailer Performance Program winning ticket incentives for any LIVING LUCKY BONUS DRAWING prize.
- Any LIVING LUCKY BONUS DRAWING prize remaining unclaimed or forfeited at one hundred eighty-one (181) days after the drawing date shall be considered permanently forfeited. No remaining “alternates” will be awarded any permanently forfeited LIVING LUCKY BONUS DRAWING prizes.
- Awarding of prize will be subject to applicable taxes.
- Payment of a LIVING LUCKY BONUS DRAWING prize requires the claimant to provide his or her Social Security number, his or her Individual Taxpayer Identification Number, or a properly completed IRS Form W-8BEN (i.e. a Certificate of Foreign Status of Beneficial Owner for United States Tax Withholding and Reporting).
- Payments of a LIVING LUCKY BONUS DRAWING prize are subject to the provisions of sec. 565.30 Wis. Stats. In the event that a LIVING LUCKY BONUS DRAWING prize winner is subject to withholding and other obligations pursuant to sec. 565.30 Wis. Stats, the winner shall forfeit the prize. However, the winner may satisfy the withholding and other obligations within the sixty (60) day prize claim period (see section 7) by direct payments to the appropriate parties in order to satisfy the withholding and other obligations. If the winner does not fully satisfy the withholding and other obligations by the end of the sixty (60) days, the prize is forfeited.
- Pursuant to Wisconsin's Open Records law (sec. 19.31-19.39 Wis. Stats.), the Lottery is required to disclose a winner's name, place of residence and, if acquired, likeness. If a player wins and claims a prize, the Lottery may use his or her name, likeness, and place of residence without compensation for any purpose. Upon claiming a prize, a winner waives any claims against the Lottery and its representatives for any and all liability which may result from the disclosure or use of such information.
- Living Lucky VIP Prize Package ("Trip Prize"):
- Each winner of the Trip Prize will receive a four-day, three-night trip for two (2) people to Nashville, TN from approximately February 4, 2024, to February 7, 2024, including:
- Two (2) tickets to a performance by Luke Combs at the Ryman Auditorium in Nashville, Tennessee. Tickets include round trip airfare to Nashville, Tennessee.
- One (1) hotel room for three (3) nights at a downtown hotel in Nashville, Tennessee.
- Tour for two (2) to the Country Music Hall of Fame & Museum
- $500 (five hundred dollars) in spending cash.
- Certain designated meals while in Nashville, to be determined by Atas Experiences, LLC.
- One (1) Welcome Gift, to be determined by Atlas Experiences, LLC.
- An additional chance to win a $10,000 prize or a $500,000 prize provided by Atlas Experiences, LLC (see section 8).
- The winners will be notified at the address used in the winning entry. Any notice that is returned to the Wisconsin Lottery as undeliverable or refused, or is an incorrect address, will result in the forfeiture of the prize. Due to the time-sensitive nature of the Living Lucky VIP Prize Package, the winner of the Living Lucky VIP Prize Package must claim their prize, including the submission of any required forms, within sixty (60) days of the date on the Wisconsin Lottery’s notification letter, or the prize is forfeited.
- Cash will not be paid in lieu of the Living Lucky VIP Prize Package or any portion of the Living Lucky VIP Prize Package. However, the Wisconsin Lottery and Atlas Experiences, LLC reserve the right to extend, substitute, or modify any portion of the Living Lucky VIP Prize Package.
- The total prize value for the Living Lucky VIP Prize Package is twenty-one thousand sixty-six dollars ($21,066), including state and federal withholding taxes. State and federal withholding taxes in the total amount of approximately six thousand six hundred sixty-six dollars ($6,666) will be paid as part of the Living Lucky VIP Prize Package. The Wisconsin Lottery will issue all required W-2G forms for the Living Lucky VIP Prize Package, excluding those for any prizes provided by Atlas Experiences, LLC, directly to the winner by January 31 of the year following the prize claim. In addition, the Wisconsin Lottery will hold and deposit state and federal taxes in the amount of six thousand six hundred sixty-six dollars ($6,666) in accordance with State of Wisconsin and IRS tax rules. However, a winner is still responsible for any additional taxes or fees that may result from having claimed the prize. State and federal withholding taxes are subject to tax law changes.
- The Living Lucky VIP Prize Package is not transferable without the express written consent of the Wisconsin Lottery. In the event the Lottery Administrator consents to the transfer, the tax liability and all withholding pertaining to the Living Lucky VIP Prize Package remain the responsibility of the person who submitted the winning entry. Once a winner transfers the prize, the prize (and any tax implications) can no longer be forfeited by the winner. If a winner chooses to transfer the Living Lucky VIP Prize Package, the original winner (and not the transferee who goes on the trip) will still receive the opportunity to participate in the drawings conducted by Atlas Experiences, LLC, if applicable. The sixty (60) day claim period still applies during the Lottery Administrator's review of the request for prize transfer (see section 6B). The transferee who goes on the trip must be eighteen (18) years of age or older, or at least the age of majority in the transferee's state of residence, whichever is older.
- Only an individual human being 18 years of age or older will be awarded the Living Lucky VIP Prize Package. The guest of a Living Lucky VIP Prize Package winner must also be eighteen (18) years of age or older, or at least the age of majority in the guest's state of residence, whichever is older.
- The Wisconsin Lottery and Atlas Experiences, LLC reserve the right to substitute any portion of the Living Lucky VIP Prize Package for gift card and/or merchandise items of equal or greater value.
- Neither the Wisconsin Lottery nor Atlas Experiences, LLC are responsible for any portion of the prize that goes unused for any reason after the winner has claimed the prize.
- In the event that unforeseen circumstances occur, including pandemic-related circumstances, the Wisconsin Lottery and Atlas Experiences, LLC reserve the right to extend, substitute, or modify any portions of the Living Lucky VIP Prize Package.
- In addition to the information contained in these Features and Procedures, the Living Lucky VIP Prize Package and its winners are subject to the official terms, conditions, and requirements of Atlas Experiences, LLC, as well as any rules, regulations, or requirements of any venue being attended as part of the Living Lucky VIP Prize Package.
- The Wisconsin Lottery assumes no responsibility or liability for the content of the Trip Prize beyond what is specifically stated in these Features and Procedures.
- By participating in the LIVING LUCKY BONUS DRAWING and claiming a prize, each entrant agrees to waive any and all claims against the State of Wisconsin, Wisconsin Department of Revenue, the Wisconsin Lottery and each of their respective affiliated officers, directors, employees, agents, retailers, printers, representatives, and advertising agencies, and any and all other companies associated with the LIVING LUCKY BONUS DRAWING, and all of their respective officers, directors, employees, agents, and representatives for any injury, damage or loss that may occur, directly or indirectly, in whole or in part, from the participation in the drawing or from the receipt or use of any drawing prize or activity related to the receipt or use of any such prize.
- Each winner of the Trip Prize will receive a four-day, three-night trip for two (2) people to Nashville, TN from approximately February 4, 2024, to February 7, 2024, including:
- By participating in the LIVING LUCKY BONUS DRAWING and claiming a prize, each entrant agrees to be subject to the following:
- Winner must travel on or about February 4, 2024, and February 7, 2024, to participate in the Trip Prize. If Winner is unable to or will not travel on the dates and times selected by Lottery, the selected Winner may either (i) transfer the Trip Prize one (1) time (subject to all applicable rules, restrictions and terms governing the Trip Prize) and still accept all tax and other liability of the Trip Prize, or (ii) forfeit the Trip Prize and another Winner will be selected from among eligible entries received, time permitting. Winner and his or her guest ("Guest") must travel on same itinerary. In accordance with Lottery's rules and procedures, only those persons who are at least eighteen (18) years old at the time of the drawing may be eligible to win or participate in the Trip Prize as a Winner, transferee of Winner, or Guest, provided that any transferee of Winner and/or Guest must be at least the age of majority in his or her state of residence.
- All expenses involved with or related to the Trip Prize not specifically included in the description of the Trip Prize, including, but not limited to, ground transportation, transfers, additional hotel amenities (including but not limited to spa services, internet access, phone calls, laundry services), fees and gratuities, airline change fees, airline premium seat fees, airline baggage fees (both checked and carry on), and personal expenses such as laundry, valet service, photos, souvenirs, and other incidentals, are the responsibility of Winner and Guest. Winner will be required to submit a valid major credit card or cash deposit to the hotel to cover all expenses not specifically awarded as part of the Trip Prize. Travel and hotel accommodations are subject to availability.
- The date and location of any of the events or activities included in the Trip Prize (individually/collectively, "Event(s)") may be subject to change. The Wisconsin Lottery, Pollard Banknote Limited, and Atlas Experiences, LLC. reserve the right to substitute any portion of the trip prize for gift card and/or merchandise items of equal or greater value.
- Winner and Guest must comply with all of the rules and regulations of the venues where the Events are held. Winner acknowledges that if Winner and/or Guest behaves in a disorderly or disruptive manner or with intent to annoy, abuse, threaten, or harass any other person at any Event, Winner and/or Guest may be removed from the venue or denied entry (as determined by prize provider or its designee(s) in their sole and absolute discretion). By accepting any ticketed portion of the Trip Prize, Winner agrees to abide by any terms, conditions, and restrictions provided by the ticket. Lost, mutilated, or stolen tickets, vouchers, certificates, or pre-paid gift cards will not be replaced.
- Except as set forth herein, no prize element substitution, cash substitution, assignment, or transfer of the Trip Prize or any elements thereof is permitted. Any unused elements of the Trip Prize will be forfeited, will not be redeemable for cash, and may not reduce the prize value awarded for tax purposes. Notwithstanding the foregoing:
- If Winner misses his or her flight, reasonable efforts will be used to reschedule the flight at Winner's expense. If the flight is not able to be rescheduled in a reasonable time for Winner's participation in the Events, (i) Winner shall forfeit and not participate in the travel portion of the Trip Prize, including the Events; (ii) Winner will still receive the Five Hundred Dollars ($500) of spending money portion of the Trip Prize (less any tax withholdings and any outstanding debt setoff, if applicable).
- If Winner is unable to travel in connection with the Trip Prize for any reason after tickets have been booked, (i) Winner shall forfeit and not participate in the travel portion of the Trip Prize, including the Events; (ii) Winner will still receive the Five Hundred Dollars ($500) of spending money portion of the Trip Prize (less any tax withholdings and any outstanding debt setoff, if applicable).
- Winners who do not elect to take a guest, or whose Guest, for any reason, does not actually take the trip, are still subject to the full amount of any taxes due on the total value of the Trip Prize.
- The Living Lucky VIP Prize Package includes an opportunity to participate in a series of random drawings to take place during the Luke Combs concert on February 6, 2024. This drawing or series of drawings will be conducted by Atlas Experiences, LLC in a manner determined by Atlas Experiences LLC, and is separate and distinct from the Wisconsin Lottery LIVING LUCKY BONUS DRAWING as previously described in these Features and Procedures. The Wisconsin Lottery assumes no responsibility or liability for this drawing or payment of these prizes.
- One (1) winner will be randomly selected from all Living Lucky VIP Prize Package winners from all participating lotteries to receive a cash prize of five hundred thousand dollars ($500,000).
- One (1) winner will be randomly selected from the Wisconsin Lottery LIVING LUCKY Prize Package winners who have not already won the five hundred thousand dollar ($500,000) prize as previously described in this section, to win a cash prize of ten thousand dollars ($10,000).
- The ten thousand dollar ($10,000) and five hundred thousand dollar ($500,000) prizes will be provided by Atlas Experiences, LLC. Atlas Experiences LLC will provide, and is responsible for, the payment and fulfillment of these random drawing prizes. The Wisconsin Lottery is not responsible or liable for the payment of these random drawing prizes.
- Required state and federal withholding are not included in the ten thousand dollar ($10,000) prize and the five hundred thousand dollar ($500,000) prize. All other costs and expenses associated with the ten thousand dollar ($10,000) prize and the five hundred thousand dollar ($500,000) prize acceptance not specified herein as being provided are the sole responsibility of the winner. The winner is fully responsible for any and all applicable federal, state, and local taxes.
- Employees, contractors, officers, and directors of Atlas Experiences, LLC are not eligible to claim a prize in the Living Lucky VIP Prize Package.
