NASCAR POWERBALL PLAYOFF BONUS DRAW

The NASCAR POWERBALL PLAYOFF BONUS DRAW is a Limited Time Offer addition to the WISCONSIN'S POWERBALL game. Only those sections of the WISCONSIN'S POWERBALL Features and Procedures that have changed for the NASCAR POWERBALL PLAYOFF BONUS DRAW are represented in this document. Unless amended by this document, all provisions of the WISCONSIN'S POWERBALL Features and Procedures remain in effect for NASCAR POWERBALL PLAYOFF BONUS DRAW. This limited time offer starts June 2, 2024, and will be available until June 22, 2024, or until nine million nine hundred ninety-nine thousand nine hundred ninety-nine (9,999,999) BONUS DRAW numbers have been generated, whichever comes first.
A. The theme and name of the game:
The name of this game is WISCONSIN’S POWERBALL. It is a game in which the player selects both a set of five (5) different numbers from one (1) to sixty-nine (69) and one (1) additional number, the Powerball, from one (1) to twenty-six (26). At the player’s option, numbers may be player-selected or randomly selected by computer.
The five (5) winning numbers are randomly selected by a drawing, plus one (1) additional number, the Powerball, is randomly selected by a drawing. A pari-mutuel prize is awarded for matching in any order five (5) of the five (5) numbers drawn plus the Powerball. Set prizes are awarded for matching the Powerball plus matching, in any order, four (4), three (3), two (2), one (1), or zero (0) numbers in the set of five (5) numbers drawn; and for matching, in any order, five (5), four (4), or three (3) of the numbers in the set of five (5) numbers drawn without matching the Powerball.
The Wisconsin Lottery is a member of the Multi-State Lottery (MUSL) Powerball product group. The Powerball Product Group Rules, hereafter called Group Rules, attached hereto are, by reference, incorporated into and made a part of these Features and Procedures. These Features and Procedures shall be interpreted in a manner which is consistent with the Group Rules. In the event of a conflict between these Features and Procedures and the Group Rules, these Features and Procedures shall control.
These WISCONSIN'S POWERBALL Features and Procedures do not apply to tickets for WISCONSIN'S POWERBALL WITH POWER PLAY which has its own Features and Procedures.
Starting on June 2, 2024, each WISCONSIN'S POWERBALL WITH POWER PLAY play purchased will receive one (1) unique BONUS DRAW number from one (0000001) to nine million nine hundred ninety-nine thousand nine hundred ninety-nine (9999999) on a separate NASCAR POWERBALL PLAYOFF BONUS DRAW ticket, which is eligible for the NASCAR POWERBALL PLAYOFF BONUS DRAW drawing. A BONUS DRAW number will be generated by the lottery gaming system for each POWERBALL WITH POWER PLAY play purchased, including advance draws, up to twenty (20) BONUS DRAW numbers per lottery terminal transaction. A lottery terminal transaction for these Features and Procedures is defined as one (1) POWERBALL WITH POWER PLAY ticket printed by the lottery terminal. (For example, five (5) POWERBALL WITH POWER PLAY plays purchased for eight (8) draws will generate one (1) POWERBALL WITH POWER PLAY ticket with forty (40) plays and one (1) BONUS DRAW ticket with twenty (20) BONUS DRAW numbers.) Once number nine million nine hundred ninety-nine thousand nine hundred ninety-nine (9999999) is generated, no more BONUS DRAW numbers will be generated by the system. This Limited Time Offer will end at 11:59:59 PM. on June 22, 2024, or when nine million nine hundred ninety-nine thousand nine hundred ninety-nine (9,999,999) numbers have been generated, whichever comes first.
The thirty-five (35) NASCAR POWERBALL PLAYOFF BONUS DRAW winning numbers are randomly selected by a drawing. Set prizes are awarded in a single prize category of one thousand dollars ($1,000) for exactly matching any seven-digit number drawn in that category. Winners of the one thousand dollar ($1,000) prize may be entered into the subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s), subject to the limitations and restrictions of those multi-jurisdictional drawings.
The NASCAR POWERBALL PLAYOFF™ PROMOTION (2024) TRIP PRIZE TERMS AND CONDITIONS, hereafter called Terms and Conditions and attached hereto are, by reference, incorporated into and made a part of these Features and Procedures for the NASCAR POWERBALL PLAYOFF BONUS DRAW only. These Features and Procedures shall be interpreted in a manner which is consistent with the Terms and Conditions. In the event of a conflict between these Features and Procedures and the Terms and Conditions, these Features and Procedures shall control.
For the purposes of the Lottery’s Retailer Performance Program, the NASCAR POWERBALL PLAYOFF BONUS DRAW drawing prize of one thousand dollars ($1,000) is considered a jackpot game prize. Lottery retailers will not be paid Retailer Performance Program winning ticket incentives for any prize won in any NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing (see section F).
B. The price of tickets:
- The price of a ticket is two dollars ($2.00), or such other price as set by the Lottery Division Administrator, which entitles the player to enter one (1) play (one (1) set of five (5) different numbers from a field from one (1) to sixty-nine (69), plus one (1) additional number, the Powerball, from another field from one (1) to twenty-six (26)) in each drawing for which the ticket is purchased.
- Tickets purchased for the current drawing may also be purchased for the next eleven (11) drawings. In its sole discretion, the Lottery may designate that fewer than twelve (12) drawings are available for purchase. Tickets may only be purchased for consecutive drawings starting with the next drawing available for purchase. Each drawing purchased is subject to prize allocations for that same drawing as outlined in section C(1).
- Options to select future drawings and player-selected numbers may be limited on Wisconsin Lottery vending machines.
- Tickets cannot be cancelled, and there are no refunds. It is the sole responsibility of the player to verify the accuracy of the game plays. The placing of plays is done at the player's own risk through a retailer who enters the plays.
- A Lottery Retailer, group of Lottery Retailers, or the Lottery itself shall not directly or knowingly sell a play or combination of plays to any person or entity that would guarantee such purchaser a Jackpot win. A player or group of players shall not directly or knowingly purchase a play or combination of plays that would guarantee such purchaser a Jackpot win.
C. The prize structure, including the number and value of prizes:
All prizes are funded solely out of the tickets purchased. Approximately fifty percent (50%) of each dollar played is allocated to prizes. Prizes are awarded as follows:
MATCH ODDS PRIZE 5 of 5 plus the Powerball 1:292,201,338 *Guaranteed minimum annuitized jackpot, which is divided equally among all valid game plays which match, in any order, five of the five numbers drawn and the Powerball. 5 of 5 1:11,688,054 Set* prize of $1,000,000 for each valid game play which correctly matches, in any order, five of the five numbers drawn and not the Powerball. 4 of 5 plus the Powerball 1:913,130 Set* prize of $50,000 for each valid game play which correctly matches, in any order, four of the five numbers drawn and the Powerball. 4 of 5 1:36,526 Set* prize of $100 for each valid game play which correctly matches, in any order, four of the five numbers drawn and not the Powerball. 3 of 5 plus the Powerball 1:14,495 Set* prize of $100 for each valid game play which correctly matches, in any order, three of the five numbers drawn and the Powerball. 3 of 5 1:580 Set* prize of $7 for each valid game play which correctly matches, in any order, three of the five numbers drawn and not the Powerball 2 of 5 plus the Powerball 1:702 Set* prize of $7 for each valid game play which correctly matches, in any order, two of the five numbers drawn and the Powerball. 1 of 5 plus the Powerball 1:92 Set* prize of $4 for each valid game play which correctly matches, in any order, one of the five numbers drawn and the Powerball. The Powerball ONLY 1:39 Set* prize of $4 for each valid game play which correctly matches none of the five numbers drawn and the Powerball. *The Guaranteed minimum annuitized jackpot amount for each draw is determined by the process described in the Group Rules. Guaranteed minimum annuitized jackpot and set prizes may be decreased or increased according to the Group Rules under certain circumstances. The MUSL Powerball product group may offer guaranteed minimum grand prize amounts or minimum increases in the grand prize amount between drawings or make other changes in the allocation of prize money. A full description of the methods used to change the guaranteed minimum annuitized jackpot and set prizes are found in the attached Group Rules.
- If the jackpot prize is not won in a drawing, the prize money allocated for the jackpot prize shall be added as outlined in the Group Rules to the Jackpot Prize Pool for the next drawing.
- Jackpot prizes shall be paid, at the election of the jackpot winner, with either a per winner annuity or cash option payment. A jackpot winner has sixty (60) days from the date of ticket validation to select either the annuity payment method or cash option payment method. If a jackpot winner does not select a payment method within sixty (60) days from the date of ticket validation, then the prize shall be paid as an annuity prize. An election made after the winner becomes entitled to the prize is final and cannot be revoked, withdrawn or otherwise changed.
A cash option payment of the jackpot prize is equal to the total cash held for the Jackpot Prize Pool. If the jackpot prize is a guaranteed amount, then the amount of the cash payment shall be determined by dividing the advertised jackpot prize amount by the annuity factor obtained through MUSL's formal quote process. If an annuity has a cash value below the minimum amount outlined in the Group Rules, the MUSL Powerball Product Group, in its sole discretion, may elect to pay the cash value of the annuity instead. - The holder of a winning ticket may win only one (1) prize per play (set of five (5) numbers plus the Powerball) in connection with the numbers drawn, and shall be entitled only to the highest prize won by matching those numbers.
Each WISCONSIN'S POWERBALL WITH POWER PLAY play purchased during the NASCAR POWERBALL PLAYOFF BONUS DRAW Limited Time Offer, as explained in Section A, will receive one unique BONUS DRAW number (a seven-digit number from one (0000001) to nine million nine hundred ninety-nine thousand nine hundred ninety-nine (9999999)) which is eligible for the NASCAR POWERBALL PLAYOFF BONUS DRAW drawing. A BONUS DRAW number will be generated by the lottery gaming system for each POWERBALL WITH POWER PLAY play purchased, including advance draws, up to twenty (20) BONUS DRAW numbers per lottery terminal transaction, as defined in Section A of these Features and Procedures. Prizes for the NASCAR POWERBALL PLAYOFF BONUS DRAW are awarded as follows:
WINNERS PRIZE 35 Set prize of $1,000 for each valid game play which exactly matches any one (1) of the thirty-five (35) winning numbers drawn in that prize category. This prize may include one (1) opportunity to participate in a series of subsequent, multi-jurisdictional drawings for additional prizes (see section C(6)). Each seven-digit number produced for the BONUS DRAW is unique and shall appear on only one (1) ticket. Consequently, there is a maximum of nine million nine hundred ninety-nine thousand nine hundred ninety-nine (9,999,999) numbers in this game. When and if all 9,999,999 numbers are generated on the lottery gaming system, no further BONUS DRAW numbers will be generated by the lottery. A winning number must contain the exact same digits in the exact same sequence as the number drawn. The odds of winning depend on the number of BONUS DRAW numbers generated.
The holder of a NASCAR POWERBALL PLAYOFF BONUS DRAW winning ticket may also be entered into a series of multi-jurisdictional drawings conducted by the Multi-State Lottery Association (MUSL), subject to the limitations and restrictions of the Terms and Conditions and these Features and Procedures. By claiming a prize in the NASCAR POWERBALL PLAYOFF BONUS DRAW, the holder of a winning ticket agrees to abide by the Terms and Conditions and these Features and Procedures.
Before August 2, 2024, a winner of the one thousand dollar ($1,000) prize may elect to forfeit further participation in any subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s). Winners who elect to forfeit participation in any subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s) will not be included in any further drawings, including but not limited to the drawing for the one million dollar ($1,000,000) NASCAR POWERBALL PLAYOFF GRAND PRIZE or the TRIP PRIZE (see Section G of these Features and Procedures for details). An election to forfeit received as of August 1, 2024 cannot be revoked, withdrawn, or otherwise changed. Winners who elect not to forfeit participation in any subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s) will not be able to forfeit any prize, or any portion of any prize, in the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s). If a winner does not elect to forfeit before August 2, 2024, they can no longer forfeit any participation in any subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s).
The holder of one (1) or more NASCAR POWERBALL PLAYOFF BONUS DRAW winning tickets is allowed no more than one (1) entry into the first NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing, regardless of the number of NASCAR POWERBALL PLAYOFF BONUS DRAW winning tickets that single winner holds (i.e., no more than one entry into the multi-jurisdiction drawing allowed per single human being).
The NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings will include claimants from NASCAR POWERBALL PLAYOFF associated games and/or programs in participating lottery jurisdictions including, but not limited to, the Wisconsin Lottery. In the first NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing, sixteen (16) semi-finalists will be drawn from all claimants from all participating lottery jurisdictions. Each lottery jurisdiction, including the Wisconsin Lottery, is limited to no more than one (1) semi-finalist, regardless of the number of winners in the NASCAR POWERBALL PLAYOFF BONUS DRAW. No lottery jurisdiction, including the Wisconsin Lottery, is guaranteed to have a semi-finalist. The odds of an entry being selected to be one of the sixteen (16) semi-finalists depend on the final number of claimants submitted by participating lotteries, and on the limitation of no more than one (1) semi-finalist allowed per lottery jurisdiction.
Prizes for the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings are awarded as follows:
DRAWING # NUMBER OF WINNERS PRIZE Drawing #1 16 (from a pool of participants from all lottery jurisdictions) Prize is the opportunity to be a semi-finalist in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #2. There is no cash prize for winning NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #1. Drawing #2 4 (from a pool of 16 participants) Set prize of $2,500 for each semi-finalist in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #2 that is not randomly drawn to participate in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #3. Drawing #3 4 (from a pool of 12 participants) Set prize of $5,000 for each semi-finalist in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #3 that is not randomly drawn to participate in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #4. Drawing #4 4 (from a pool of 8 participants) Set prize of $7,500 for each semi-finalist in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #4 that is not randomly drawn to participate in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #5. Drawing #5 3 (from a pool of 4 finalists) Set prize of $10,000 for each finalist in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #5 that is not randomly drawn as the winner of the NASCAR POWERBALL PLAYOFF grand prize of $1,000,000. Prize also includes NASCAR POWERBALL PLAYOFF TRIP PRIZE (see Section G of these Features and Procedures for details). Drawing #5 1 (from a pool of 4 finalists) Set prize of a $1,000,000 grand prize for the winner that is randomly drawn in NASCAR POWERBALL PLAYOFF multi-jurisdictional Drawing #5. Prize also includes NASCAR POWERBALL PLAYOFF TRIP PRIZE (see Section G of these Features and Procedures for details). - NASCAR POWERBALL PLAYOFF BONUS DRAW tickets are not eligible to win a prize in any POWERBALL drawing. POWERBALL WITH POWER PLAY tickets are not eligible to win a prize in the NASCAR POWERBALL PLAYOFF BONUS DRAW drawing.
D. The frequency of drawings:
There will be three (3) drawings each week, usually on Mondays, Wednesdays, and Saturdays, and normally at 9:59 PM Central Time. Tickets for a drawing may not be sold after 8:59:59 PM on the evening of that drawing; all tickets sold after the 9:00 PM draw break on the day of a drawing will be issued for the next drawing(s).
For a period of time, at the discretion of the Lottery Division Administrator, WISCONSIN’S POWERBALL tickets may count towards entry in Super 2nd Chance drawings. The Wisconsin Lottery will not be responsible for any neglect, delay, failure, or omission on the part of the U.S. Postal Service or any other delivery or courier service used to deliver a player's Super 2nd Chance drawing mailing to the Wisconsin Lottery. The Lottery assumes no responsibility or liability for Super 2nd Chance tickets that are lost, destroyed, or otherwise disqualified from participation in a drawing when such tickets are in the control of the Lottery. All tickets sent to the Wisconsin Lottery to enter the Super 2nd Chance drawings become property of the Wisconsin Lottery and will not be returned. Only tickets sent to and received at the correct address for entry into the Super 2nd Chance drawing will be eligible for the Super 2nd Chance drawing. The last Super 2nd Chance Drawing will be held on December 26, 2024.
The one (1) NASCAR POWERBALL PLAYOFF BONUS DRAW drawing will be held on June 24, 2024, to determine the thirty-five (35) winners of one thousand dollars ($1,000) each. Entry tickets for the drawing may not be generated after 11:59:59 PM on June 22, 2024. The drawing date and time may be changed by the Lottery Division Administrator to meet the operational needs of the Lottery.
There will be a series of subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings held. The scheduled drawings, drawing dates, and number of winners are as follows:
- Drawing #1: On August 13, 2024, sixteen (16) semi-finalists will be drawn from a pool of claimants from all participating lottery jurisdictions. Public announcement of the sixteen (16) semi-finalists will be on September 1, 2024.
- Drawing #2: On September 12, 2024, twelve (12) semi-finalists will be drawn from the sixteen (16) semi-finalists in Drawing #1. Public announcement of the twelve (12) semi-finalists will be on September 21, 2024.
- Drawing #3: On October 3, 2024, eight (8) semi-finalists will be drawn from the twelve (12) semi-finalists from Drawing #2. Public announcement of the eight (8) semi-finalists will be on October 13, 2024.
- Drawing #4: On October 17, 2024, four (4) finalists will be drawn from the eight (8) semi-finalists from Drawing #3. Public announcement of the four (4) finalists will be on November 3, 2024.
- Drawing #5: On November 10, 2024, one (1) grand prize winner will be drawn from the four (4) finalists from Drawing #4. The three (3) remaining finalists will win a secondary prize.
The multi-jurisdictional drawing dates may be changed by MUSL to meet the operational needs of MUSL.
The NASCAR POWERBALL PLAYOFF BONUS DRAW drawing is a separate drawing from the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings. The NASCAR POWERBALL PLAYOFF BONUS DRAW drawing and the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings are separate drawings from the POWERBALL drawing.
NASCAR POWERBALL PLAYOFF BONUS DRAW tickets are not eligible for entry in the Lottery's Super 2nd Chance drawings.
E. The method of selecting winners:
- Subject to Wisconsin Lottery and Multi-State Lottery Association validation procedures, an original ticket (not a copy) shall be the only proof of a game play or plays. The submission of a winning ticket, signed by one holder of that winning ticket, which shall be a single human being, to the Wisconsin Lottery or a Wisconsin Lottery retailer shall be the sole method of claiming a prize or prizes. Payment of any prize totaling six hundred dollars ($600) or more requires the claimant to provide his or her Social Security number, his or her Individual Taxpayer Identification Number, or a properly completed IRS Form W-8BEN (i.e. a Certificate of Foreign Status of Beneficial Owner for United States Tax Withholding and Reporting) by the claim deadline under section F(9). For-profit and non-profit entities, trusts and other non-human beings are not eligible to play or claim a prize in this game. The Wisconsin Lottery is not responsible for lost or stolen tickets or tickets damaged after purchase such that validation information is not available to complete validation procedures on the ticket.
- Tickets are void if stolen, mutilated, altered, counterfeit, unreadable, misregistered, defective, or otherwise fail validation tests. "Defective" includes but is not limited to errors in the computer software, computer hardware, code or programming of the game. The Lottery at its sole discretion reserves the right to pay any mutilated or misregistered ticket based upon the facts and circumstances of the particular claim. Such action by the Lottery is final and non-reviewable.
- Prizes less than six hundred dollars ($600) may be claimed and paid through a Wisconsin Lottery office or a Wisconsin Lottery retailer by the claim deadline under section F(9). Payment of any prize totaling one hundred ninety-nine thousand, nine hundred ninety-nine dollars ($199,999) or less may be made by either 1) signing the back of the original winning ticket, completing a Lottery claim form and presenting it in person to any Lottery office for validation and payment by the claim deadline under section F(9), or 2) by signing the back of the original winning ticket, completing a Lottery claim form and mailing it for validation and payment to Lottery Headquarters in Madison. If claiming a prize by mail, the original winning ticket and Lottery claim form must be mailed to Lottery Headquarters in Madison in a properly addressed envelope with the postage duly prepaid by the claim deadline under section F(9). Payment of any prize totaling two hundred thousand dollars ($200,000) or more must be made by signing the back of the original winning ticket, completing a Lottery claim form and presenting it in person to the Lottery Headquarters in Madison for validation and payment by the claim deadline under section F(9). Personal appearance at the Lottery headquarters in Madison may be waived at the Lottery Division Administrator's sole discretion. All prizes except the jackpot will be paid in cash or by check.
- All tickets sent to the Wisconsin Lottery for the purpose of redemption become property of the Lottery and will not be returned. All tickets winning $600 or more that are submitted in person to a Lottery office for the purpose of redemption will not be returned after the signed ticket is received by the Lottery. Signed, unpaid tickets winning $599 or less that are submitted in person to a Lottery office may be returned at the sole discretion of the Lottery. No winning ticket will be returned once the prize for that ticket has been paid by a Lottery office, regardless of the winning amount. Non-winning tickets that are submitted in person to a Lottery office may be returned at the sole discretion of the Lottery.
- Cash option jackpot prizes shall be paid by check or wire transfer. All annuitized jackpot prizes shall be paid in thirty (30) graduated payments, with the initial payment being made by check, to be followed by twenty-nine (29) annual payments funded by an annuity. Funds for the initial payment of an annuitized prize shall be made available by MUSL for payment by the party lottery by the fifteenth calendar day following the drawing. A state may elect to make the initial payment from its own funds after validation, with notice to MUSL.
In the event of the death of a jackpot prize winner during the payment period, the Product Group, in its sole discretion, upon the petition by the estate of the lottery winner (the "estate") to the Lottery ticket, and subject to Wisconsin law, may accelerate the payment of all of the remaining lottery proceeds to the estate. If the Product Group makes such a determination, then securities and cash held for the deceased jackpot prize winner, which represents the present value of that portion of the future lottery payments that are to be accelerated, shall be distributed to the estate. The valuation of the securities and determination of the present value of the accelerated lottery payments shall be at the sole discretion of the Product Group. - An unclaimed prize is not shared among those who claimed the prize. (For example: for a particular drawing, there were two (2) winning plays for the jackpot, but only one (1) prize claim based on only one (1) of the tickets is made within one hundred eighty (180) days after the drawing date. The one (1) prize claimant is entitled to only one-half (1/2) share of the jackpot.)
- WISCONSIN'S POWERBALL prizes may be paid the morning after the drawing, provided certification of the prize amounts by the Multi-State Lottery Association is completed. Prizes won in the NASCAR POWERBALL PLAYOFF BONUS DRAW Limited Time Offer, including those won in a NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing, may be paid after processes associated with Lottery and MUSL prize payments are completed.
- Until such time as a signature is placed upon a ticket in the area designated for signature, a ticket shall be owned (held) by the bearer of the ticket. When a signature is placed on the ticket in the place designated, the person whose signature appears in the area shall be the owner (holder) of the ticket and shall be entitled (subject to validation requirements) to any prize attributable thereto.
- The holder of a winning WISCONSIN’S POWERBALL WITH POWER PLAY ticket must claim the prize, in accordance with section F(3), within one hundred eighty (180) calendar days after the drawing date or the prize shall be forfeited. If claiming a prize in person at a Lottery Validations Office, the original winning ticket and Lottery claim form must be received by the Lottery within one hundred eighty (180) calendar days after the drawing date. If claiming a prize by mail, the postage prepaid envelope containing the original winning ticket and Lottery claim form must be postmarked on or before the one hundred eighty (180) day deadline. The envelope containing the original winning ticket and Lottery claim form must be received by the Wisconsin Lottery Validations Office in Madison within fourteen (14) calendar days after the one hundred eighty (180) day deadline or the prize shall be forfeited. All required claimant information must be received by the Wisconsin Lottery Validations Office in Madison within fourteen (14) calendar days after the one hundred eighty (180) day deadline or the prize shall be forfeited. In the event that the Governor declares a state-wide emergency or similar unforeseen circumstance occurs, the one hundred eighty (180) day deadline may be extended at the sole discretion of the Wisconsin Lottery Division Administrator.
The holder of a winning NASCAR POWERBALL PLAYOFF BONUS DRAW ticket must claim the prize by end of business day on August 1, 2024 or the prize shall be forfeited. If claiming a prize in person at a Lottery Validations Office, the original NASCAR POWERBALL PLAYOFF BONUS DRAW winning ticket and completed Lottery claim form must be received by the Lottery Validations Offices by end of business day on August 1, 2024. If claiming a prize by mail, the postage prepaid envelope containing the original winning ticket and Lottery claim form must be received by the Lottery Validations Office by end of business day on August 1, 2024. The Wisconsin Lottery will not be responsible for any neglect, failure, delay, or omission on the part of the U.S. Postal Service, or any other delivery or courier service used to deliver a player's NASCAR POWERBALL PLAYOFF BONUS DRAW ticket mailing to the Wisconsin Lottery. All required claimant information must be received by the Wisconsin Lottery Validations Office by August 1, 2024, or the prize is forfeited. Winning claims will not be accepted after August 1, 2024.
In the event that a NASCAR POWERBALL PLAYOFF BONUS DRAW prize winner is subject to withholding and other obligations pursuant to sec. 565.30 Wis. Stats over the amount of $1,000, the winner shall forfeit any entry or further participation in the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s). However, the winner may satisfy the withholding and other obligations no later than August 1, 2024, by direct payments to the appropriate parties in order to satisfy the withholding and other obligations. If the winner does not fully satisfy the withholding and other obligations by August 1, 2024, the winner forfeits any entry or participation in the entry or further participation in the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s). Winning claims will not be accepted after August 1, 2024.
A winner of a cash prize in a NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing must claim the prize at the Wisconsin Lottery Validation Office in Madison within one hundred eighty (180) calendar days after the drawing, or the prize shall be forfeited. Cash prize payment is subject to the provisions of the Group Rules and procedures of MUSL and sec. 565.30 Wis. Stats. Required state and federal withholding is not included in any cash prize.

All other costs and expenses associated with any prize acceptance not specified herein as being provided are the sole responsibility of the winner. The winner is fully responsible for any and all applicable federal, state, and local taxes. - Pursuant to Wisconsin's Open Records law (sec. 19.31-19.39 Wis. Stats.), the Lottery is required to disclose a winner's name, place of residence and, if acquired, likeness. If a player wins and claims a prize, the Lottery, MUSL, the National Association for Stock Car Auto Racing, LLC, Phoenix Speedway, LLC d/b/a Phoenix, and NASCAR Enterprises, LLC may use his or her name, likeness, and place of residence without compensation for any purpose. Upon claiming a prize, a winner waives any claims against the Lottery and its representatives, MUSL, the National Association for Stock Car Auto Racing, LLC, Phoenix Speedway, LLC d/b/a Phoenix, and NASCAR Enterprises, LLC and each of their respective parent, subsidiary, and/or affiliated entities for any and all liability which may result from the disclosure or use of such information.
- Any player violating these Features and Procedures is ineligible to win a prize. Any play or combination of plays that would guarantee a Jackpot win is void.
- Prize payments are subject to the provisions of the Group Rules and sec. 565.30 Wis. Stats.
- The holder of a NASCAR POWERBALL PLAYOFF BONUS DRAW winning ticket will also be entered into a series of NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings conducted by MUSL, subject to the limitations and requirements described in these Features and Procedures. By claiming a prize in the NASCAR POWERBALL PLAYOFF BONUS DRAW, the holder of a winning ticket agrees to abide by these Features and Procedures.
- Only a single human being may win a NASCAR POWERBALL PLAYOFF BONUS DRAW prize. No groups or entities (other than one individual person) may claim a NASCAR POWERBALL PLAYOFF BONUS DRAW prize or any portion of said prize. For-profit and non-profit entities, trusts, and other non-human beings are not eligible to claim a prize in this drawing.
- A single person cannot be entered more than one (1) time into the first NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing. If a single human being holds more than one (1) of the thirty-five (35) winning tickets in the NASCAR POWERBALL PLAYOFF BONUS DRAW, and fulfills all requirements as described in these Features and Procedures, they will only qualify as a single entry in the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawings conducted by MUSL, though the $1,000 prize can be claimed for each winning ticket held.
- A prize is considered to be claimed once the winner has completed and submitted all required forms and meets withholding and other obligations requirements. Once claimed, unless further participation in subsequent NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s) has been forfeited as previously described in Section C.6 of these Features and Procedures, the prize, including the entry into the subsequent drawing or drawings, cannot be forfeited or transferred. In the event of the death of a prize winner before some or all of the prize can be fully fulfilled, the Lottery will distribute the remainder of the prize to the appropriate party in accordance with Wisconsin law, as time allows, and subject to the Terms and Conditions and requirements of MUSL.
- By participating in the NASCAR POWERBALL PLAYOFF BONUS DRAW and the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s) and claiming a prize, the entrant agrees to waive any and all claims against the State of Wisconsin, Wisconsin Department of Revenue, the Wisconsin Lottery, and each of their respective affiliated officers, directors, employees, agents, retailers, printers, representatives, and advertising agencies, and any and all other companies associated with the NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing(s), and all of their respective officers, directors, employees, agents, and representatives for any injury, damage, or loss that may occur, directly or indirectly, in whole or in part, from the participation in the drawing or from the receipt or use of any drawing prize or activity related to the receipt or use of any such prize.
- The Wisconsin Lottery assumes no responsibility or liability for the content of NASCAR POWERBALL PLAYOFF™ PROMOTION (2024) beyond what is specifically stated in these Features and Procedures.
G. NASCAR POWERBALL PLAYOFF TRIP PRIZE:
- The four (4) finalists for the final NASCAR POWERBALL PLAYOFF GRAND PRIZE multi-jurisdictional drawing (i.e., Drawing #5) will be announced on November 3, 2024. The four (4) finalists will win the NASCAR POWERBALL PLAYOFF TRIP PRIZE (hereafter called the TRIP PRIZE), which will include entry into the final NASCAR POWERBALL PLAYOFF GRAND PRIZE multi-jurisdictional drawing. Participation in the TRIP PRIZE is subject to Wisconsin Lottery rules and regulations, these Features and Procedures, and the NASCAR POWERBALL PLAYOFF™ PROMOTION (2024) TRIP PRIZE TERMS AND CONDITIONS.
- Each winner of the TRIP PRIZE will receive a four-day, three-night trip for the finalist (“Finalist”) and one (1) Guest to Phoenix, AZ (“PHX”), from approximately Friday, November 8, 2024, to Monday, November 11, 2024, including:
- Round-trip, coach-class airline transportation for two (2) people from the major airport nearest Finalist’s city to PHX (if within 250 miles of PHX, rail or ground transportation to be substituted);
- Three (3) nights hotel accommodations (selected by Prize Provider in its sole discretion) in PHX (double occupancy, room and tax only);
- Two (2) Ally Curve Hospitality Club passes (includes food, beverages, and FanShield Infield Experience access) at Phoenix Raceway for admission to:
- NASCAR Xfinity Series Championship™ Race at 4:00 pm on Saturday, November 9, 2024
- NASCAR Cup Series Championship Race™ at 1:00 pm on Sunday, November 10, 2024
- Two (2) passes for VIP Experiences at Phoenix Raceway during NASCAR Championship Weekend™ for Saturday, November 9 and Sunday, November 10, 2024;
- Two (2) Official NASCAR Championship Weekend™ Event Programs;
- Two (2) Racing Electronics Scanner Rentals for use while at Phoenix Raceway;
- Two (2) Souvenir Gift Bags, each with a retail value of at least two hundred fifty dollars ($250);
- All meals while in PHX, including a Welcome Dinner on Friday, November 8, 2024;
- Ground transportation to and from airports, hotel, and activities in PHX;
- Required state and federal withholding taxes for the TRIP PRIZE;
- One (1) entry as Finalist into the final NASCAR POWERBALL PLAYOFF GRAND PRIZE multi-jurisdictional drawing, as previously described in these Features and Procedures.
- Participation in the TRIP PRIZE is open only to individuals who are eighteen (18) years of age or older as of June 24, 2024. If Finalist is under the age of twenty-one (21) years of age as of November 8, 2024, Guest must be at least the age of majority in Guest’s state of residence. If Finalist is twenty-one (21) or older, Guest may be under the age of eighteen (18) but must be at least thirteen (13) years old (as of the first date of travel), and if Guest is a minor in Finalist’s state, Finalist must be the parent or legal guardian of Guest.
- The total prize value for the TRIP PRIZE is fourteen thousand six hundred twenty-nine dollars ($14,629), including state and federal withholding taxes for this trip prize. State and federal withholding taxes in the total amount of approximately four thousand six hundred twenty-nine dollars ($4,629), will be paid as part of the TRIP PRIZE. The Wisconsin Lottery will issue all required tax forms directly to the winner the year following the prize claim. In addition, the Wisconsin Lottery will hold and deposit state and federal taxes in the amount of four thousand six hundred twenty-nine dollars ($4,629) for the TRIP PRIZE in accordance with State of Wisconsin and IRS tax rules. However, a winner is still responsible for any additional taxes or fees that may result from having claimed the prize. State and federal withholding taxes are subject to tax law changes.
- The value of the TRIP PRIZE is calculated separately from the $10,000 and $1,000,000 cash prizes in the final NASCAR POWERBALL PLAYOFF multi-jurisdictional drawing. Required state and federal withholding are not included for any cash prizes won in the drawing (if applicable).
- Cash will not be paid in lieu of the TRIP PRIZE or any portion of the TRIP PRIZE.
- The Wisconsin Lottery and MUSL reserve the right to substitute any portion of the TRIP PRIZE for items of equal or greater value.
- Neither the Wisconsin Lottery nor MUSL are responsible for any portion of the prize that goes unused for any reason after the winner has claimed the prize.
- All costs and expenses associated with TRIP PRIZE acceptance not specified herein as being provided are the sole responsibility of the TRIP PRIZE winner.
- The TRIP PRIZE is not transferable without the express written consent of the Wisconsin Lottery. In the event the Lottery Administrator consents to the transfer to a proxy, the tax liability and all withholding pertaining to the TRIP PRIZE remain the responsibility of the winner. Once a winner transfers the prize, the prize (and any tax implications) can no longer be forfeited by the winner. If a winner chooses to transfer the TRIP PRIZE to a proxy, the original Finalist (and not the proxy who goes on the trip) will still receive the opportunity to participate in the final NASCAR POWERBALL PLAYOFF GRAND PRIZE multi-jurisdictional drawing. The proxy who goes on the trip must be eighteen (18) years of age or older, or at least the age of majority in the transferee's state of residence, whichever is older.
- Finalist (or their proxy) may also have the opportunity to participate in the recording and production of the television program ("Program") and/or appear in the broadcast of the Program, provided that Finalist completes and signs all required releases and forms and consents to a background check. If Finalist appoints a proxy, the proxy must complete and sign all required releases and clear the background check in order to take the trip. In the event that Finalist’s designated proxy does not clear the background check, Prize Provider reserves the right, in its sole discretion, either to (i) allow Finalist to appoint another proxy to take the trip (subject to background clearance and Prize Provider deadlines); or (ii) allow proxy to travel and to appoint a second proxy (selected by Prize Provider) to participate in the Program.
- For the avoidance of doubt, Finalist’s eligibility to participate in the trip and/or the drawing for the one million dollar ($1,000,000) Prize is not affected by Winner’s failure to complete and sign all required release and forms and/or to consent to a background check and/or by any information obtained pursuant to a background check, but those failures may affect the nature of his/her appearance and/or degree of participation in the Program. While Finalist’s eligibility to participate in the drawing for the one million dollar ($1,000,000) Prize is an element of the TRIP PRIZE, the opportunity to participate in the recording and production of the Program and/or appear in the broadcast of the Program is expressly NOT an element of the TRIP PRIZE and is determined by Prize Provider in its sole discretion. Prize Provider reserves the right to appoint a proxy to appear and participate in the Program for Finalist for any reason as it may determine in its sole discretion. The appointment of any proxy shall not affect Finalist’s eligibility for the one million dollar ($1,000,000) Prize.
- In addition to the information contained in these Features and Procedures, winners and guests (or transferees as described in section G.10 of these Features and Procedures) of the TRIP PRIZE are subject to rules, conditions, and requirements of the Wisconsin Lottery, MUSL, the National Association for Stock Car Auto Racing, LLC, Phoenix Speedway, LLC d/b/a Phoenix, and NASCAR Enterprises, LLC. Failure to follow any rules of the Wisconsin Lottery, MUSL, the National Association for Stock Car Auto Racing, LLC, Phoenix Speedway, LLC d/b/a Phoenix, and NASCAR Enterprises, LLC in connection with the TRIP PRIZE may result in forfeiting some or all of the TRIP PRIZE, excluding any additional cash prize won in the final NASCAR POWERBALL PLAYOFF GRAND PRIZE multi-jurisdictional drawing.
